 om box,"   Unidentified attendees will be "removed from the room."  While L
 SDM doesn't want to discourage "black screen" participants, questioners and

 of the city's developing an Arts and Culture District, but noted that the e
 xpenditure would be significant, so much so that it could tie the hands of

 ay, over a ten year period?  Should the project, rather than drawing from c
 ity resources, be bonded?  Why not turn the project over to a private devel
